Chop the butter into small cubes and place in the freezer for 15 minutes.
Preheat the oven to 400 °F/ 200 °C. Add the flour, sugar, salt, baking powder, garlic powder, and cold butter to a food processor. Pulse until you achieve a sandy texture.
Transfer the mixture to a bowl, add the green onions, and slowly add the oat milk while stirring with a spatula just until combined. The dough should be sticky.
Using two spoons or an ice cream scoop, portion out 6 biscuits on a parchment-lined baking sheet, at least 3 inches apart. Bake for 20 minutes or until slightly golden on top. Enjoy warm!
